Repair, restore or replace?

Three paths, honestly defined, and the inputs that actually decide between them. No prices and no pressure: a framework for making the call on evidence instead of a pitch.

The three paths

What each path solves, and what it quietly does not

Every roofing recommendation you will ever receive is one of these three. The honest version of each includes its limits.

Targeted repair

What it is
Work confined to specific failed components: a flashing rebuilt, a pipe boot replaced, a seam rewelded, a storm-damaged section of shingles put back right.
What it solves
The documented failure, at the documented location, with the lowest cost and the least disruption of the three paths.
What it does not
Age. A repair returns one detail to service; the rest of the roof keeps the condition it had the day before. On a roof failing in many places at once, repairs become a subscription.

Restoration

What it is
Work that extends an existing roof as a system: most often a fluid-applied coating over an eligible low-slope roof, sometimes a recover (a new membrane over the old) where conditions and code allow it.
What it solves
A weathered but sound assembly. It renews the surface, seals the details in its scope, and can add years while deferring the cost and disruption of tear-off.
What it does not
Anything wet or failing underneath. Restoration over trapped moisture seals the problem in. Eligibility is a test result, not an opinion: moisture survey, adhesion testing, and repairs come first.

Full replacement

What it is
Tear-off to the deck, deck repairs where they are found, and a new assembly built to current materials, details, permit requirements, and manufacturer specifications.
What it solves
Everything the old roof accumulated: age, saturated insulation, buried defects, layered-over shortcuts. It resets the clock and produces a documented, warrantable assembly.
What it does not
Poor installation. A new roof is only as good as its details, which is why the written scope and the closeout record matter as much as the brand on the wrapper.

The decision inputs

Seven things the decision actually turns on

Not the brochure, not the salesperson's forecast. These are the conditions an inspection can document and a second opinion can check.

  • Age against the typical range

    Every system has a typical industry service range: architectural shingles often 20-30 years, TPO 20-30, modified bitumen 15-25, standing seam metal 40-70. These are typical industry ranges; they vary by climate, installation quality, and maintenance. A failure at year eight of a 25-year system argues for repair. The same failure at year 24 argues against spending more on a roof that is finishing its run.

  • Extent and pattern of failures

    One failure at one detail is a repair conversation. Failures repeating at the same detail mean earlier repairs treated symptoms. Failures appearing at new locations every season mean the system itself is going, and that pattern matters more than any single leak does.

  • Deck and substrate condition

    A dry, sound deck keeps every option open. A deteriorated one narrows them fast: it undermines fastening, disqualifies restoration, and adds scope to replacement. Deck condition is read from the attic, from core cuts, or from moisture scans, never from the curb.

  • Moisture inside the assembly

    On low-slope roofs especially, water can live between the layers for years, soaking insulation that never dries in place. Wet insulation has already lost its value and keeps damaging what surrounds it. A moisture survey answers this question; guessing does not. No restoration decision is honest without one.

  • How long you plan to hold the property

    A ten-year horizon and a two-year horizon can justify different answers to the same roof. Selling soon may favor a documented repair and a clean condition report. Holding long-term shifts value toward the path with the lowest cost per year of service, which is often not the cheapest option today.

  • Code and insurance triggers

    Building codes commonly limit how many layers of roofing a structure can carry, and replacing a low-slope roof can pull the assembly up to current insulation requirements. Insurers increasingly ask about roof age at renewal. Any of these can change which options are open to you; your local jurisdiction and your policy hold the answers.

  • Disruption tolerance

    Tear-off is loud, open to the weather, and hard on an occupied building; that cost is real even though it never appears on an invoice. Repairs and restoration are lighter. Disruption alone should not pick the path, but a plan that ignores it fails on contact with tenants.

Cost logic

The money question, without the numbers

There are no dollar figures in this guide on purpose. Roof pricing moves with material, region, access, deck condition, and season, so any figure published here would be a guess dressed up as guidance. The logic underneath the figures is stable, and it is what this section gives you.

Two patterns do most of the work. First, repair spend accumulates quietly: each repair is rational on its own, and it is only the running total, across seasons, that reveals a roof being replaced in installments at retail. Second, restoration defers replacement; it does not eliminate it. A coating extends an eligible roof, but the assembly underneath keeps aging, and the honest way to frame restoration is as buying years and buying scheduling control, not as escaping the eventual bill.

  1. What has this roof cost in the last 24 months?

    Add up the repair invoices and the interior damage behind them. Owners are routinely surprised. A roof consuming steady repair money is already collecting a replacement deposit from you, one leak at a time.

  2. What does each path buy, in years of expected service?

    A repair that carries a 22-year-old shingle roof to year 24 is a different purchase from one that carries an eight-year-old roof to year 25. Weigh each option against the service it honestly buys and the comparison sharpens immediately.

  3. If this repair holds, what fails next?

    On an aging roof the answer is usually the next detail over, built the same year by the same hands. If nobody can point to what is still sound, the repair may be a down payment on a pattern.

  4. Which path lets me choose the timing of the next major spend?

    An emergency replacement happens on the weather's schedule and the weather's terms, with interior damage stacked on top. A planned one happens on yours. Much of restoration's real value is exactly this: it buys the right to schedule.

  5. What does disruption cost that the invoice will not show?

    Tenant complaints, closed areas, relocated operations, exposure during tear-off. On an occupied building these are real costs even though no contractor bills them, and they belong in the same column as the price.

Calibration check

When the recommendation does not fit the roof

Recommendations fail in both directions. An oversized scope wastes money once. An undersized one wastes it twice: you pay for the work, then you pay for the real fix.

Signs it is oversized

  • Replacement proposed for a failure documented at one detail.
  • No repair option priced, or repair described only as impossible.
  • The price is only good if you sign today.
  • The scope is built around an insurance settlement target instead of documented conditions.
  • Fear does the selling: mold, collapse, or code violations with no citation attached.

Signs it is undersized

  • A repair bid with no investigation of moisture inside the assembly.
  • A coating proposed without a moisture survey or adhesion testing.
  • The same location has already been patched more than twice.
  • A bid far below the others; the gap is usually missing scope: deck allowances, flashing, disposal, permits.
  • An overlay proposed without checking layer limits or deck condition.

Before you sign

Pressure-test the bid, whoever wrote it

A bid is a claim about your roof. The way to test a claim is to make it show its evidence.

The roof inspection question set exists for exactly this moment: twenty questions that turn a recommendation into photos, locations, scope lines, and paper. Three of them carry most of the weight on a repair-or-replace call: how widespread is the failure, what is the evidence it is active, and why this scope instead of a smaller one.
